      This paper reviews the extant literature to examine the extent that a senior manager’s role involves the creation of strategy. An evaluation of existing opinions of strategic management leads to the conclusion that there is very little known about how strategy comes about. The review also assesses the role of senior managers in strategy with similar results. While there is an understanding that strategic responsibility can be apportioned to senior managers, the level of accountability is in disagreement. One key idea, the topic of this paper, that emerges is the absence of understanding of the role of senior managers in strategy creation. This identified literature gap is therefore justified as an area requiring further research.
