Research Bases for a Complex Managerial Simulation
of Local Public Policies

      The purpose of the research presented in this paper is to develop knowledge in the field of public policies through fundamental research of a highly interdisciplinary character, through the elaboration of a system of dynamic, interdependent and interoperable mathematical models, as well as through complex experiments performed by means of simulation techniques with a view to devising and promoting effective, economical and efficient local public policies meant to solve the priority public problems of local communities.

      The motivation of the research consists of:

• Divergencies in the definition and theoretical foundation of the concept of local public policy which call for a new approach to the field. This approach aims at conceptualizing the relevant characteristics of local public policies in the knowledge based society.
• The absence of complex and comprehensive instruments to anticipate and evaluate the results of promoting local public policies which are meant to solve priority public issues.
