An European Approach to Human Resource Development
The Experience of a Bulgarian Industrial Company

      The paper deals with the problems of human resource development in the organization. It presents a theoretical concept of the human resource development and on this base attempts to defend the idea that even a hostile external factor like high youth unemployment could be seen as an opportunity for the organization.
     
The paper suggests a European approach and identifies its two characteristics – thorough consideration of the human resource development concept and access to EU grants (for example, through the pre-accession funds). Some funding possibilities are discussed.
     
Following the experience of a Bulgarian industrial company, an exemplary human resource development project presents some ideas, activities and principles that could be useful for other Eastern European organizations, trying to apply the European approach.
